Under 18s are not permitted to attempt to buy alcohol and are not permitted to "knowingly consume alcohol on relevant premises".

Pubs are not permitted to sell alcohol to under 18s - a separate offence.

Adults are not permitted to buy alcohol on behalf of under 18s, with the exception of beer, wine or cider to be consumed by someone 16 or 17 at a table meal accompanied by an adult.

I'm not aware of any circumstances where 14-y-olds are permitted to drink alcohol in a pub - maybe prior to the Licensing Act 1964?
