Three-and-a-half years is a world away in OFSTED "special measures" terms.

Again, to use LB Ealing as an example, they are moving away from catchment areas for primary schools (they abolished them for secondary schools several years ago).  As a result, apart from criteria such as "looked after" children, having siblings at the school already, etc, the distance from home to the school is the main criterion.

As far as I am aware, parents are not allowed to opt out of sending their children to a poorly performing school - but that may well depend on the local authority and the result of consultations they have carried out locally.
