A lot depends on the rules followed by your local authority - e.g. Hounslow or Ealing.

You imply that you're interested in "in-year" admissions - i.e. having moved into an area after the formal allocation procedure has finished.

My understanding - for Ealing - is that vacancies at every state school (or school for which Ealing act as the admission authority) are published on the LB Ealing website each week.  If the school has a vacancy, I *believe* that you have a right to place your child there.  If there were any children on the waiting list, presumably a vacancy would not be shown.

If there are no vacancies at your preferred schools, I think you can appeal to the Borough and will be invited to attend an appeal hearing.

If you refuse to send your child to any school, the Borough will eventually prosecute.

The best source of advice for this info is the Borough itself.  It sounds like it would be worth your while calling them and seeing if they sound like they're talking sense.
