New regulations in particular for flats and multiple occupancy homes came in about these in about 2008. If I remember correctly it is called a Flame Failure Device. Worth remembering when you are replacing a gas hob or oven! But it doesn't obviate the need for a gas tap as you can still turn the gas controls on accidently without lighting it (especially when the electricity is off).
