People make mistakes - it's easily done and I've certainly come across scores of similar examples in the private sector like this case. It could however be more complicated than simple human error. Maybe Hounslow were only responsible for the distribution of the information and not the drafting - the developer has clearly timed the consultation to be during the summer holidays and would have benefited from a closure date of 31st August. They may have sent in this date knowing it was wrong and that the planning department and residents wouldn't notice - if so they were wrong. Happily the result is that a far larger number of people will now be aware of the looming deadline to respond.
