Absolutely!  Jean, are you saying that the suspension was defined by bay numbers when the bay numbers are not actually marked?  Are you sure that it wasn't house numbers?  Can you say exactly what the wording on the suspension signs was, or provide a photo of one?  If it is as confusing as you claim, it is definitely worth a further appeal. What did the letter or email rejecting your challenge say?
