No-one so far has found any good reason why addressed sacks for scanning shouldn't or couldn't be used and how could the council justify not doing so when it would mean not having to spend £3m on bins, saving millions on disposal costs, receiving Renewable Obligation Certificates ( ROCs ) plus revenue from fines and ridding the entire borough from bin blight whether it's special Bedford Park or the ugliest places in the borough, which wouldn't be improved by increasingly and battered ugly bins. Also of course avoiding huge fines by far exceeding EU requirements. |
