I think the nice young lady at Thames Water is confused. As far as I know, the permit is to enable the road to be closed and/or excavated to fix the leak. Thames Water or one of their contractors usually do the reinstatement of the carriageway; they certainly did that recently in Binns Road with no sign of Hounslow Highways being imnvolved. On roadworks.org there's a note from Thames Water that says "Our intention is to complete the Permanent Reinstatement in the same phase". |
