| Whilst there is a lack of Council enforcement and public disapproval of the blatant disregard and refusal to use the services provided by the Councils by some members of the community there is bound to be a problem. The majority have the cleanliness of their streets spoiled by the minority. An occasional accident is one thing but a regular occurrence is something different. Quite a lot of Councils in London have compulsory recycling. This seems to have worked quite well in motivating those who in the past have avoided doing any at all to start doing something. |
