The Duke of Wellington's laconic advice to Queen Victoria when faced with a similar problem (but on a much bigger scale) was "Sparrow Hawks Ma'am".

At Hampton Court Palace in recent times they used to call in a specialist bird of prey handler every so often to scare off the pigeons. He just needed to fly his birds for a couple of days and the pigeons would vanish.

Alternatively there is a local marksman known as "Doctor Death" who owns a powerful air rifle ....

Saw a couple of plastic owls last weekend and apparently they are not very effective. Perhaps Chiswick pigeons are less savvy than Richmond pigeons?
