I also doubt if they will rebuild it. Even if they lose the appeal, and the one after etc they will refuse to rebuild and simply sell the site to a.n.other chancer. Maybe the council will eventually be forced to cpo the site and then  rebuild the pub themselves - which of course they won't do. During all these years local people will have to live with an eyesore in the middle of their community.
If I was King the first thing I would do is to clean up the site and turn it into a community garden (with costs against the owner) while the legal process grinds on.
