Thanks for your mail and photo, Jon. I've replied with advice about an appeal. The lower sign should have an arrow to indicate where pay-&-display parking is allowed. Without the arrow it is highly confusing, and Hounslow should cancel the PCN. As Andy says, code 12 reflects the lack of a parking permit or ticket, and is nothing to do with the lack of a tax disc. |
