Thank you Anita.  I was trying to understand how it is most effective and most economical for the Council to publicise the info. 

I am used to that rotating thing on the front page of the Ealing website and would definitely expect to find the information somewhere on the front page. (I've been known to prod them when I have thought they were too slow in putting it up!)

I guess you just eventually get used to the fact that some headings can be clicked on to find more info. The way that the para has strange shading drew more attention to it.
