I didn't say she did - just that there was a good historical foundation for the two post-1945 German states to remain separate. Some Germans would argue that the incorporation of Austria into the German state was also appropriate. I don't recall either East or West Germany holding a referendum on merging ?

After all, England and Scotland have been a unitary state for much longer than Germany, but that doesn't stop the Salmonds and Sturgeons wanting to secede. And for that matter the Czechs and Slovaks decided they preferred to be separate states, while it seems many Catalans would prefer to secede from Spain. The merger of East and West Germany went against the modern European trend.
