It used to be a common arrangement for key workers to live in housing provided by their employers - eg railway station staff lived in the station house - and be charged well below the market rent for it. I suspect that the move to tax the workers for benefits-in-kind (i.e. on the difference between what they were paying and the market rent) was one of Denis Healey's bright ideas when Chancellor in the 1970s. |
