I don't profess to be an Environmental Law specialist, however, the Council's duty to collect rubbish appears nowadays to be contained within the Environmental Protection Act 1990.  S.46 appears to give local authorities the power to require that certain types of waste receptacles be used.  S.46(2) imposes a "reasonableness" requirement on the local authority where specific types of waste receptacles are demanded. 

Personally, I do not think that it is reasonable to demand that, for example, small Victorian/Edwardian terraced houses with extremely limited front garden space, such as you would find on the Glebe Estate in Chiswick, use these wheelie bins, but that's my own opinion. Another consideration must be whether an area is in, for example, a Conservation Area and therefore whether these bins detract from the aesthetics of the local street scene (which I think that they do). 

Unfortunately, given Hounslow Council's recent attitude of trying to tarmac every pavement in sight and allowing the installation of extremely unappealing, tall white street lights, I do not think that the Philistines down the Civic Centre care much about the aesthetics of the Chiswick street scene.  May sound partisan, but I believe that there is ample evidence to demonstrate my fears.
