For anyone who is still pondering about adding their own comments, this is what I wrote. I'm not suggesting this is the definitive version, but feel free to use any (or none) of the points here, and remember, only 11 days left to return it!

This questionnaire is another example of the underhanded and partial manner in which the London Borough of Hounslow (LBH) has sought to implement a policy of imposing a CPZ on the Grove Park area (south of the A4), despite the fact that less than two years ago, a survey of all the residents of Grove Park showed that 94% were opposed to a CPZ, as were all the Riverside Ward councillors.

LBH’s response to this was to use an entirely bogus reason (displacement of ‘commuters’ from Chiswick House car parks) to consult the residents of only two roads to create a CPZ in Park Road and Staveley Road. This partial CPZ did of course displace parking into the surrounding streets, creating a problem which did not exist before, and was thus a way of encouraging residents of other affected streets to look more favourably on the idea of a CPZ.

This questionnaire continues the ‘salami slicing’ method of imposing a creeping CPZ. It was distributed to only a limited number of streets, on the principle that the greater the number of  streets having a CPZ, the more congestion there will be in other neighbouring streets, so that eventually the whole area, from Kew Bridge to the A4, will become a CPZ, thus providing a large increase in revenue for LBH. It is also apparent that the ‘Information’ accompanying the questionnaire outlines only the supposed advantages of having a CPZ; there is absolutely no suggestion that there might be two sides to the question.

The questionnaire itself is unashamedly biased - it encourages three responses from residents in favour of a CPZ, while only one question, No.4, acknowledges that some residents might not want a CPZ, but then it asks them if they might like to reconsider their decision. It utterly fails any test of impartiality and is a shabby and deceitful document.

There has never been a need for a CPZ in the Grove Park area, and the best and most honest policy that LBH could follow would be to scrap the existing CPZ in Park Road and Staveley Road and revert to the situation which 94% of the area, and their elected representatives, voted for.
