it's to help with mobility, which could be from any number of causes -I recall a sight impaired reporter on r4 saying that a blind person might be able to claim it as it was to help them get around for example. Now if the person on the programme didn't have a back problem then that would be fraudulent, but not for the fact that he or she was working. There's another benefit that people claim who cannot work at all - incapacity benefit. Introduced as a bit of a fudge by the then Thatcher admin to massage the unemployment figures as I recall. Might be being phased out now tho. |
