I believe that tax discs are about to be discontinued and that cars will be checked via APNR systems to see if they are correctly taxed. This presumably will do away with fines for "not having a correctly displayed tax disc". Something similar should be available for residents permits. There is something inherently wrong when someone has genuinely paid for a permit in good faith, but for some reason it has slipped or fallen out of view. It is there, it has been paid for, and the resident is not attempting to defraud anyone out of the payment. Under such circumstances it seems unethical to charge such high penalties for something as minor as the permit slipping out of view. And it seems extremely unethical to be charged the same penalty several times over a period of days for that same misdemeanor. Presumably if the resident had been away on holiday for two weeks, they might return from holiday to find 14 penalty notices. Personally, I find this objectionable when no attempt to defraud was being made and it clearly is a "genuine mistake". And one which can be proven, as there is a record of the permit being paid for. We should move to APNR systems on residents permits so that we can put a stop to this blatant revenue raising at the expense of innocent car owners. Otherwise it does simply look like a stealth tax masquerading as a penalty notice. |
