A neighbour in our road has had scaffolding up covering his house for over 4 years. Does anyone know if he should have applied for planning permission? It's an ugly eyesore and it is clearly never going to be taken down. It was put up when complaints about the state of the house were made and the council told the landlord he had to improve the property. |
