| A couple of comments. - if you were so inclined, you could submit a FOI request on Ealing asking for the first part of the postcode of the registered address of drivers who were fined. That would give an indication of proportion who were locals compared to drivers from further afield. Perhaps the latter are slavishly following SatNav directions, which may not have time-based School Streets restrictions. It could be worthwhile checking the main GPS applications (Apple, Google Waze etc) to see if they do. They will have a way for users to contact them to update maps. - I believe automated bollards have a poor maintenance record on public roads. They get stuck when they are down, they get stuck when they are up. One reason why they get stuck when up is drivers have a habit of driving into them. There is no reference to these at all in government guidance for school streets (see link below) therefore a council may be unlikely to consider them.
