It's the number of cyclists passing a particular point, as should be obvious. Most people, whatever their transport mode, would only go past any point once on a journey. I'm wondering why you asked the question. Do you really believe cyclists were going up and down the High Road just to put up the bike counts? If so, do they do this every day just on the off chance that there's an official count, or do you think DfT and TfL tip them the wink the day before? |
