Jen,
While you make a good point about disadvantaged persons perhaps being less able to sort rubbish for recycling, I would say that in the Riverside ward, the system actually works very well.
The (entirely separate) argument in favour of wheelie bins proffered by Cllr Colin Ellar and Nicola Taylor (the Principal Waste & Recycling Officer and author of the recent Report recommending wheelie bins), is that urban foxes are a problem, ripping open black bags and spreading rubbish across the streets.

This is not my observation of Chiswick Riverside, in which streets present their rubbish exactly as requested, and, since the rubbish is pre-sorted, their black bag usage is limited. Black bags are occasionally, though not universally, left out overnight, but none (that I have seen) were ripped open, presumably because residents are placing their food waste, correctly, in the robust sealed green plastic containers.   

So, if there isn't a problem, and the current system, which was instituted after a lot of consideration, is working, why is the 'solution' to dump expensive, large, ugly, intrusive wheelie bins on all of us?

In 2007, Hounslow's own 'Future Of Waste Management Report' said : '… wheeled bins were impracticable for many parts of the Borough – terraced houses etc. would provide logistical problems for collection – heavily parked streets; and could have a detrimental effect on the ‘look of the street’. There would be capital costs of providing wheeled bins. At current prices it would cost around £1million to supply one wheeled bin to each household other than flats.'

Meanwhile, Ranjit Gill of the Friends of Hounslow Heath has requested a wheelie bin trial, but has written to Colin Ellar without success. So why not let those who need them, have them and let the rest of us alone?
