A steam cleaner with the right chemicals is as good as you'll get. A professional cleaning company would probably have the best equipment compared to what you can hire, but obviously you're paying for it.

It doesn't sound like mould, as mould tends to appear on cold surfaces where moisture builds up the quickest. I.e. Outside facing walls. So to form on the carpet would be strange. Unless that is moisture is running down and dripping onto the floor.

Depending on how big the room is, you could probably get a basic new carpet fitted for a reasonable price.
