The relevant LBH paper states

'Hounslow children’s centres are part of the services that are available to all Hounslow residents and provide families with children under the age of five with access to a variety of services including, health, parenting and family support, integrated early education and childcare, and links to training and employment opportunities.   Children’s centres are key to providing a better future for young children while making the gap between the poorest and not so poor children smaller.   We currently have 18 children’s centres. Nine are run by schools, three are run by other groups and the remaining six are run by us. Accountability for all 18 centres lies with the us.   As part of savings following government cuts, we were seeking people’s views on proposals to save £385,000 from the children's centres budget.   We do not propose to close any centres and ten of the current 18 children’s centres will continue as they are and remain unaffected.   However, to achieve this saving we are proposing to link the remaining eight children’s centres together and share resources including staff. This will mean that four will be part-time and will be linked to the remaining four full-time centres.   The full-time centres (we are calling these hubs) will still offer the full range of services from 9am to 5pm Monday to Friday with some services available outside of these hours. The part time centres (we are calling these satellites) will not be open all day, but will offer timetabled sessions across the week. The centres affected by this proposal have been identified using an agreed set of reasons, which was explained in the questionnaire.    It is important to emphasise that no decision on making the savings has been made yet.'
