The ground is certainly saturated at the moment and the water table is probably unusually high.  If your house/cellar is old it could be that the original tanking is breaking down.  You have several options

a.  leave it and keep an eye on it.  If when the dryer weather arrives the problem resolves itself you may not have to do anything

b.  this is expensive but may be covered  by insurance.  Get the outside of the cellar excavated and inspected, you could put in new waterproofing boards etc.  This is an experts job.

c.  Have the inside of the cellar lined and the floor screeded with drain runs and install a central sump pump which will automatically get working when the sump fills with water.  Many of the houses along the river have this option.

Personally, I would go for a. until you have proof that you really have a problem or invite a specialist to come and inspect so that you have peace of mind.
