There will be differences in other countries. The key part is consent which is understood differently elsewhere. A lot of sexual offences committed by men from overseas are based on confusion on this point - for instance they didn't realise a very drunk woman couldn't consent. This has only been the case in this country for a couple of decades. It is entirely sensible to make this clear. As a woman living in London I am aware that the rate of sexual offences including rape is markedly below the national average despite the majority of illegal immigrants and a large proportion of asylum seekers living here. I'm not being conned by the way that offences by immigrants are amplified and those by white men are ignored. The evidence suggests that I am at greatest risk from men who shout loudly about 'protecting our women and kids' - the proportion of them that have been arrested for violence against women is shocking.
