One thing that stood out for me about the closure of Brooks Lane footbridge, is that according to Cllr Rowe, Network Rail said they had to jet wash the existing structure to take off the layers of paint that had accumulated to properly test it. That seems to imply it hasn't been thoroughly examined before and when they closed it last year they just fixed the problems that they could see.
