The point I'm making is that those making the decisions don't know how people change their behaviour to match the availability of good travelling conditions.  It may suit some workers  (and employers) for staff to stagger their hours and journeys to make travel easier and more comfortable but not everyone is amenable some or all of the time.   In favourable weather we might walk for hours, in bad use a closer tube station.   I've regularly flattened myself against the wall at the bottom of the stairs at Turnham Green at the end of the day while commuters returning home to Chiswick ran down both sets of stairs.  I've also walked to several other local tube stations (because I can) to avoid doing that!
