There's more to budgets than slavishly following potentially unreliable fiscal forecasts.  There's the politics, and Reeves decided she wanted to maintain public spending and increase taxes to pay for it and have some left over. Cheers all round!
Her problem in the interviews was, as interviewer Trevor Phillips pointed out, why didn't they just come clean and say that rather than appearing to analyse every possible permutation of budgetary options in the preceding months until whatever she came up with in the end would be shouted down as a U-turn rather than a principled stand!
