The charge is 3p a mile on EV and 1.5p a mile on plug in hybrids according to the news this morning. Edmund King from the AA highlighted a number of quite obvious issues with the plan, clearly not thought through by Robot Rachel and her minions. Firstly, vehicles less than three years old don’t need an MOT so some system needs to be put in place to monitor mileage. Secondly, as the OP says, plug in hybrids also have petrol engines and a certain amount of mileage is done on that. Fuel duty, which apparently equates to7p a mile, is already paid by then so they will effectively be paying twice. It will discourage the purchase of new hybrids. Thirdly, the flat mileage rate won’t take into account any distance driven abroad, in France for example, which sees hundreds of thousands of British cars every year. Any mileage clocked up there will still be taxed by HM govt even though it’s not using British roads.
