I agree 100% Vanessa. For local elections I would actually add a hefty surcharge to the council tax of residents of wards where less than 50% of registered voters actually voted. I would in addition include a "none-of-the-above" box on the ballot paper. Where none-of-the-above actually received most votes I would appoint a local governemnt officer to deal with the complaints and queries of residents of the ward. |
