| Once the idea of council tax was for residents to pay for the services they used. It therefore made sense for second-home owners to pay less as they weren't using some of the services as much as full-time residents. That idea seems to have gone out of the window now with local authorities putting punitive rates on second-home owners. So the idea of hitting single occupants in a similar way must appeal to a Labour government hog-tied by its promises not to raise income tax, national insurance or VAT and looking desperately for some other way of raising money. I wonder if Rachel Reeves has thought of a different way of taking money from residents - or, born in 1979, is she too young to remember the poll tax ? |
