This report is old news, I am sure it has been discussed before in this forum. The report shows correlation between LTN and reduction in driving but makes no effort to establish causation (admittedly that would be difficult and involve interviewing a lot of people). The "near LTN" group is defined as <200m from a LTN boundary, although this is a common definition I have yet to see why it is used. There is nothing special about 200m as opposed to 300m or more, what counts as near LTN will vary from LTN depending on the road layouts and likely direction of traffic. Then there is the issue that over half of the sample of cars within LTNs were excluded for various reasons. This could massively skew the data or not - we have no idea. Without any findings on causation backed by actual evidence from the relevant car owners the report is interesting but not particularly important |
