Steve  A lot of people have spent a lot of time trying to raise the profile of recycling when there is little if any leadership from Government. One of the biggest problems is caused by the difference between Business Waste and Household Waste which very many householders do not understand and which many small business types do not want to understand.  Another is caused by the lack of restriction on the type of packaging put on the market.  It is closing down but there is still not enough producer responsibility.  It is noticeable that there is much less mixed material packaging.

The problem changes and the reasons for it change.  The number of people moving into the borough changes and no doubt the number of people who haven't a clue which borough they are living in changes too.

It was noticeable when there was a change in waste contract and all the dustbins came out to be disposed of how many residents were already taking responsibility for their waste and recycling. It is a small minority which cause a problem.

What the Councils did not appear to know is how many houses had been split into flats or studios.  There is a big problem with the lack of space allocated both inside and outside for bins.  Too many people being crammed into too small a space. Too many unregistered HMOs and rented flats with the landlords not taking responsibility for managing their properties.  We now have Airbnb properties with the same problem - no information for renters, no bins.
