I live in a residential building of seven flats with a restaurant below where I have been for thirteen years. In the last eight months, the new owners employ a live musician at weekends who uses a heavy bass. Often, the owners also host after hours 'private parties' that can last until 0100 where they play loud, bass-heavy recorded music. Various residents, including me, have asked them politely to turn it down and to engage in conversation with us to work out a mutually-beneficial arrangement (we accept they have a right to play music); however, they refuse to do any of this. My health is suffering now with stress-related migraines at weekends. LBH have been, so far, pretty frustrating in that we call the enforcement officers frequently; they take around 90 minutes to make their way here, by which time the party has ended. I, and a neighbour, have kept logs and submitted them to LBH to which they don't respond other than repeating the line 'we need to witness it'. We are, therefore, going round in circles. We enlisted the support of a local councillor but so far LBH have not been willing to visit the premises to report our complaints. Has anyone else been through a similar experience? Is there any other avenue we could pursue, such as legal? I would appreciate any suggestions at all because we are desperate: our home lives are being made miserable by this unreasonable behaviour. |
