| They need to be visible but NOT blocking the pavement as they make it difficult for pedestrians and those with wheelchairs and buggies to negotiate the pavement. They can blow/roll around when it is windy. I once saw a mobility rider having great difficulty getting home from the doctor's surgery because of one across the pavement. Mobility is precious. |
