Does anyone actually care about people who don't have 'phones and to whom an App is a mystery? You can pay on a bus or train by just swiping your debit/credit card so why can't you pay to park the same way? For a council that never stops banging on about 'diversity', inclusivity' and equal opportunity - they are discriminating against - mostly older people - who most likely will not have a smart 'phone. And again can I say this doesn't just apply to Chiswick everyone in the borough is in the same boat you know.
