But in reality it gets named debated and the work starts. Any legal challenge will full flat because the air and noise pollution comes during and indeed continues after runway 3 becomes operational. By that time infrastructure,planes and cars become more cleaner and quieter. Bit like comparing an airbus  Airbus A300 to a Tristar or DC10 or cars of 20 years ago which are easily matched up to today's cars. To think that its all a no go is so far incorrect and is not going to be the case and those perusing through the courts will not stop any expansion. You cant stop something that is 15-20 years in the pipeline not going ahead based on levels recorded in 2016. What you can do is work together and make sure plans are in place and not lost over the years so when it becomes operational its less polluting by human input and continues to be improved and the technology side takes the other route towards a cleaner and quieter environment. Time and technology changes and legal challenges over a plan that becomes operational in 15-20 years is never going to hold up. Its a very easy answer for a high judge going forward. Taking the issue up in say 15 years time is more realistic case to be taken.
