TfL has also shot itself in the foot with the debacle regarding "sub-surface" line re-signalling (the sub-surface lines are District, Circle, Hammersmith & City and Metropolitan) as the current project is the third attempt at this. First attempt was meant to be done under a Public Private Partnership which went tits up so this can be blamed on government policy pushing PPPs rather than TfL. Second attempt, TfL selected a supplier who couldn't deliver a working solution so they needed to change suppliers and this put dates back further. They are currently on the third attempt but there has been a delay of 5+ years (depending how you count this...) and this has had a knock-on affect delaying Piccadilly line re-signalling and new trains for Piccadilly/Bakerloo/W&C/Central lines. Even if money was available, there aren't the resources to do both District and Piccadilly line re-signalling at the same time as you just can't magic the people with skills, knowledge and expertise to do this out of thin air. |
