HMRC says that carers must be paid for their traveling time between clients.  So what happens:  There is no travelling allowed on the rota - all visits are block-booked at the same times - whether they are for an hour or 45 min or whatever.  The clients ay be 15min travelling time apart.  So how does a carer give the clients the time they have been allocated and are paying for?  It's an impossible and frustrating task for the carer and unsatisfactory for the clients.

The EU has now ruled that those without a fixed office should be paid the travelling time to their first job and home from the last.
