If you look in the air quality modelling report you will see it includes data from a receptor which is right next to Chiswick Roundabout. This is showing a rising trend of NOx up to 2014 with the mean reading already close to EU limits. In other words ANY rise is air pollution caused by this development and the two others of similar scale in the vicinity will push the readings over the top. There may be some cause for optimism about reduced emissions per vehicle. The bus fleet is being steadily cleaned up and Euro standard 6 cars may not replicate their testing scores in the real world but they will be a lot cleaner than the cars out there at the moment. Even if the readings do go over EU limits it may not mean that this would enable a successful challenge against the Chiswick Curve. According to PutneySW15.com the readings on Putney High Street have already exceeded the limits the maximum number of times this year but major developments in that area have been given the goahead. Part of the problem with Putney is the 'canyoning' effect of a narrow road with high sided building along it. The new buildings approved are likely to make that problem worse. That said, there must be a point at which air quality deterioration is taken into consideration. It is interesting that in the report the air quality readings were only given up to 2014. It may be that the 2015 weren't included because there wasn't a full year's data available or it may be that the readings so far showed a continued rise in NOx levels. Anyone who actually wants to oppose this building should first be making an FoI request to get this data. |
