He or she clear meant in their ruling that JC Decaux could update the sign if new technology allowed a better or more energy efficient version to be placed in that spot. There is no possible reading of the recommendation that would give JC Decaux leeway to do what they did. The implication of what you say is that the inspector was operating outside their powers in making the recommendation. |
