Elizabeth, some figures are in the report and they do confirm what you say about the NOx readings being in excess of the EU directive. The monitor is apparently on the far side of Chiswick Roundabout (relative to the Chiswick Curve). There is some quite detailed analysis done about this and whilst it doesn't seem to dismiss the problem out of hand some of the assumptions that are made, for instance the number of extra vehicle journeys generated by the building seem very conservative to me. Also I'm not confident about assumptions made - for instance does a 10% increase in traffic lead just to a 10% increase in emissions? As far as I was aware minor increases in the number of vehicles can lead to significant increases in congestion. Also this development is not occurring in isolation - the Brentford Stadium Development, the 22 storey tower opposite Chiswick Curve and Wheatstone House will be adding to congestion in this area. Whilst I don't think there is any attempt being made to obfuscate the issue of air quality despite the developer's attempt to avoid having to do an Environmental Impact Assessment, a range of different projections can be made about how air quality would change. The best course of action would be to get as much of the data on air quality as possible that Hounslow Council have through Freedom of Information requests and then see if you can get independent experts to review and comment. |
