|BT Openreach isn't funded by the taxpayer - they get their money from the service providers who use the Openreach infrastructure (such as BT Retail, Sky, TalkTalk and so on)|
Local Authorities have got involved with BT Opnreach for broadband deployment in more isolated rural areas where people may have no or minimal broadband and no or limited choice of suppliers. That isn't really the case in Elliott Road as it already has service from a number of different suppliers using infrastructure provided by Openreach (BT, Plusnet, Sky, O2, Orange...) and Virgin offer a 200M service as well.
It is probably the case that the local street cabinet doesn't have the capacity, additional capacity needs to be installed and this is way down Openreach's schedule given the small number of people.
I don't see why the local authority would get involved any more than they would if you wanted to complain about M&S not stocking a particular grocery item that was available from Sainsburys.
