Not sure I understand what the problem is. The Tamp licence application was for up until 10pm. There are other bars on Devonshire Road which can open later and so it is hard to see why there should be any additional problem with noise.

Serving a glass of wine or a beer is one way that an independent cafe like Tamp can increase its chances of survival against tax-avoiding chains selling inferior coffee. A more continental style cafe culture in which you have more choice of what you have to drink is clearly the way to go.
