Just reading that article on the front page,does the £80 fine not apply to on the spot littering fines handed out by councils and the council has somehow applied that description of littering to refuge collections if you do not tow the guidelines imposed. Makes you wonder if the £80 fine on the refuge side is actually imposable in a court with the right backing behind you. I would imagine a video of them removing your bags from the bins would be a start. Saying all this,if you have been told that your property is not eligible for a wheelie you can put as many black bags out as you want as long as the content is correct. Goes into the same cart as the wheelie bins use. Does sound complete madness for one week of the year. |
