I did this a few years ago when my partner's elderly mother had exactly the same problem; the permit had fallen onto the floor of the car, probably when she slammed the door. I included in the letter a scanned copy of the permit and asked them to consider what reason a law-abiding lady would have for not displaying a valid permit when there was one available. The PCN was cancelled, though the borough involved was Merton, not LBH.
