I spoke to a Gas engineer recently on the A316. The gas pipe all along Chertsey Road where the holes are now needs replacing. Apparently one of the reason that work hasn't started yet is because Hounslow have to give permission (this was in conversation so how accurate it is I don't know). The holes are there to vent the gas and it's apparently not dangerous - don't light a match though!Apparently they have to come each day to measure the amount of gas leaking until fixed!
