'Don't TfL have an obligation to properly publicise closures like this rather than sow confusion?' They have no legal obligation to 'properly publicise' but they usually have to but a Traffic Order in a local paper. That fulfils their statutory duty. TfL has one of the biggest advertising budgets of any public sector organisation but I don't think they spend much of it on notifying people about forthcoming roadworks.
